Wintersville is a large village situated in the center of Jefferson County. It covers an area consisting of a little more than six square miles with a population of 4,067 as reported in the 2000 U.S. Census. The village is residential/suburban in nature and is governed by a Mayor and Village Council elected by non-partisan ballot.

The major transportation routes located within the Village are U.S. Route 22 and Ohio State Route 43, with Ohio Route 646 entering the Village at the north corporate limits. Ohio State Route 7 and the Ohio River are approximately seven miles away using U.S. Route 22. A five-lane highway consisting of two eastbound lanes, two westbound lanes, and a turning lane provides safe and efficient traffic flow for motorists. This highway system provides rapid access to Pittsburgh, Pennsylvania, which is 47 miles to the east; Wheeling, West Virginia, which is 29 miles to the south; Columbus, Ohio, which is 150 miles to the west; and Cleveland, Ohio, which is 115 miles to the north.

In addition to an excellent highway system, Wintersville is strategically located 30 miles from the Greater Pittsburgh International Airport, 20 miles from the Wheeling-Ohio County Airport, and abuts the Jefferson County Airport on its south corporate line. River and rail transportation are available along the Ohio River.

The County seat is situated in Steubenville, Ohio, which directly abuts the Village’s east corporation line. Jefferson County is comprised of 411 square miles and contains two cities and 17 villages with a total population of 73,894 residents. The major employers in the county are industrial based and include facilities owned by Timet Corporation, American Electric Power Company and Ohio Edison Company. Weirton Steel Corporation is located approximately 9 miles away in Weirton, West Virginia.

Recreation is plentiful in Jefferson County. Jefferson State Park, Fernwood State Forest, and Friendship Park, location of the annual Jefferson County Fair, provide beautiful settings for outdoor recreation. Municipal park systems with public swimming pools and ball fields are nearby and playgrounds are located in many of the Village’s subdivisions. The Village is currently making plans for a multifunctional recreation complex to be located on thirteen acres of land that lays adjacent to the Municipal Building.

Numerous golf courses are available throughout the County and within a four-mile radius of Wintersville there are private country clubs. The Ohio River offers marinas and boat landings for water activities such as boating and skiing. The children of Wintersville are educated in the jurisdiction of the Indian Creek School District, which is comprised of students from the communities of Mingo Junction, Bloomingdale, and Wintersville. In the neighboring community of Belvedere, students from all of Jefferson County who desire a vocational education attend the Jefferson County Joint Vocation School. For those students who plan to attend college, two institutions of higher education are located within a four-mile radius of Wintersville. Eastern Gateway Community College, which is fully accredited by the North Central Association of Colleges and Secondary Schools, offers a two-year associates degree in many technical studies. The Franciscan University of Steubenville offers both bachelor’s degrees and masters’ degrees with courses of study in the arts and sciences.

Health care facilities abound in the local area. Lifeline Hospital was recently constructed and offers full service health care.  Trinity Health Systems provides two campuses (East and West) that provide full service health care and 24-hour emergency care at the West facility.

The Village contracts with the Wintersville Volunteer Fire Department to provide both fire and emergency medical services to its residents.

The Wintersville Police Department provides round the clock police services to our residents. The department consists of both full time staff and part-time auxiliary officers. In addition to the Wintersville Police Department, the Jefferson County Sheriff’s Department services the residents of the Village and a Post of the Ohio State Highway Patrol is located less than 1 mile west of the municipality.

The Village administers its own modern water and sewage systems and has its own full service sanitation department.

After a hard day’s work or schooling, or a fun day of recreation, the residents of the Village return to a safe and relaxing atmosphere.
