Special Council Meeting Tuesday, July 27, 2004 Mayor Dave France called the Meeting to order. Roll Call: John Synodinos present, Dr. Robert Price present, Dave Smith present, Robert Martin Sr. present, Matt Parise present, Thomas Bottorf present. Officials: Mayor Dave France present, Solicitor Christopher D. Becker absent, Clerk Treasurer Mike Payne present, Administrator Walt Ziemba present. Moment of Silence Pledge of Allegiance Mayor France explained that the purpose of the Special Meeting was to approve the quotes submitted By Jack Hamilton and Associates related to the I & I projects. Walt Ziemba read off the quotes for the two projects. The Beechwood project quotes submitted were: 1) Jack Hamilton & Associates 22,133 2) Hammontree 40,522 3) Ouicksall 42,400 4) MS Consultants 17,293 The Route 43 / Floyd project quotes submitted were: 1) Jack Hamilton & Associates 22,925 2) Hammontree 32,202 3) Ouicksall 42,400 4) MS Consultants NO BID Walt Ziemba explained that the quote submitted by MS Consultants for the Beechwood project did not include construction supervision and that the quote by Jack Hamilton was actually the best quote. Thomas Bottorf asked the Administrator if the quotes from Jack Hamilton and Associates met the Village's time frame. Walt Ziemba said that it did. Motion by Robert Martin Sr., second by Thomas Bottorf to accept the quote from Jack Hamilton and Associates to perform the I & I work for both the Beechwood and Route 43 / Floyd Street work in the amount not to exceed $45,058. Discussion on the motion: Matt Parise asked the Administrator if he would discuss with Jack Hamilton and Associates the supervision needed on the projects. Walt Ziemba said he would discuss this with them. Vote: John Synodinos yea, Dr. Robert Price yea, Dave Smith yea, Robert Martin Sr. yea, Matt Parise yea, Thomas Bottorf yea. Motion passed 6-0. Mayor France and Council discussed when a Special Meeting could be held regarding approving a D.A.R.E. Cop Grant that had to be submitted by August 1, 2004. A decision was made to hold a Special Meeting at 5:00 PM on Thursday, July 29, 2004 for this purpose. Motion by Thomas Bottorf, second by Matt Parise to adjourn. Jesse Kosegi explained to Council briefly about the D.A.R.E. program. Resolution 2004-18: A Resolution approving submission of a D.A.R.E. Grant application for 2004-2005 was read for the first time. Motion by John Synodinos, second by Robert Martin Sr. to suspend the rules and read Resolution 2004:18 for the 2nd and 3rd readings.
