Regular Council Meeting Thursday, December 7, 2006 Mayor Dave France called the meeting to order. Roll Call: Robert Cochrun present, Jason Mattern present, Robert Martin Sr. arrived later, Bob Gale arrived later, Matt Parise present, Thomas Bottorf present. Officials: Mayor Dave France present, Solicitor Christopher D. Becker present, Clerk Treasurer Mike Payne present, Administrator Mike Payne present. Moment of Silence Pledge of Allegiance Bob Gale and Robert Martin Sr. arrived at the meeting. Reading of Minutes Motion by Thomas Bottorf, second by Robert Martin Sr. to approve the minutes from the November 16, 2006 Regular Council Meeting. Vote: Robert Cochrun yea, Jason Mattern yea, Robert Martin Sr. yea, Bob Gale yea, Matt Parise yea, Thomas Bottorf yea. Motion passed 6-0. Persons Appearing Before Council None. Reading of Ordinances and/or Resolutions Ordinance 2006-36: An Ordinance setting the 2007 Permanent Appropriations for the Village was read for the second time. Ordinance 2006-37: An Ordinance providing a 2% pay increase for all full and part time employee and Auxiliary police officers was read for the first time. Ordinance 2006-38: An Ordinance Appointing Chris Becker as Village Solicitor for a two year period was read for the first time. Reports, Announcements and Communications Mayor Dave France said that no work would be done by the Village Crews unless a work order was done and processed through the Administrator's Office, unless it was an emergency. Mayor Dave France asked that Council review Village Bills earlier in the week so that if they have any questions about bills they can review them with the necessary parties prior to the Council meeting. Mayor Dave France said that the Ray Laman Christmas Party would be held Saturday, December 16, 2006 at the St. Florian Hall beginning at 10:00 Am. Mayor Dave France read the November 2006 Magistrate, Police and Code Enforcement Officer Reports. Administrator's Report Walt Ziemba updated Council on the Garden Drive/Meadow Road project. Walt Ziemba told Council that the Company (Spyglass) that would like to review the Village's Phone Bills for potential cost savings had modified the contract for the items previously discussed. He said that he needed Council's approval to allow them to begin reviewing the bills. Walt Ziemba Updated Council on Ohio's New smoking ban. Walt Ziemba told Council he had placed in their packets a schedule of estimated useful lives of various Utility Capital fixtures. Walt Ziemba presented to Council a recommended time for judging Christmas Decorations. Bob Gale asked that the Judging take place on December 16th and December 17th since he had another commitment on December 16. Walt Ziemba said that Wayne Township would like to purchase a used dump truck from the Village for the estimated fair market price of $9000.00. Perry Pool told Council that the last time the Village had a truck that was placed up for bid that the Village received $500 more than the fair market value for the vehicle. Thomas Bottorf suggested that the payment be received, prior to delivery of the dump truck to Wayne Township. Motion by Robert Martin Sr., second by Jason Mattern to sell the Village dump truck, vehicle number 23, to Wayne Township at the price of $9000.00 provided that payment was received prior to delivery. Walt Ziemba told Council that he would like to make some minor modifications to the Leonard Avenue Building so that the Village could use the building for storage of Village equipment. Council asked the Administrator to obtain the cost for the modifications. Matt Parise said that he did not want to see any junk stored on the outside of this building. Unfinished Business Matt Parise asked for clarification from the Mayor on asking questions about Village bills at Council meetings. Mayor Dave France said that his comments were just suggestions in order to move the Council meetings along quicker. Robert Martin Sr. asked if the lighting situation had been addresses on Roberts Street. Perry Pool said that the power company had a new procedure in place and that this has caused more time in fixing lighting problems. Robert Martin Sr. said that 137 Orchard Street was an eyesore and something needed to be done about the property. The Solicitor and the Administrator both said they would follow up on this situation. Walt Ziemba said that the annual assessment (10 Year Period) for the Sunset Garden residents had come down from approximately $250 to $100 per year because of the additional funding obtained. He said that he would schedule a meeting of the residents in that area to update them on the situation. Robert Cochrun said that people in Garden Drive were still complaining of sewer odors. Walt Ziemba said that it was important for those residents that smell any odors to immediately contact the Village so that the Village employees can determine the source. New Business Robert Gale asked that the Administrator make copies of the audited financial statements for all members of Council. Robert Gale asked that the cost of building permits be listed on the Village website. Transfers Motion by Thomas Bottorf, second by Jason Matters to approve the transfers prepared by the Clerk-Treasurer. For the Good of the Village Bob Kalbaugh, Betterment Committee, thanked all those involved with the Christmas Parade. He said that a tentative date has been set for next year's event of November 25, 2007 at 5:00 PM. He also thanked Jason Mattern for his letter regarding the Christmas Parade. Matt Parise suggested that next year the committee might want to rent some lighting for certain areas of the Parade. Executive Session Motion by Thomas Bottorf, second by Jason Mattern to go into executive session to discuss pending litigation. Bob Gale suggested that a Christmas lunch be provided for the workers on December 22 at noon and that the employees be allowed to go home after the luncheon. Matt Parise said that the workers should only leave after the luncheon if thier work schedule allowed. Walt Ziemba said that the winners of the Christmas Decorating Contest would be invited to the December 21 Council meeting, and be presented their awards. Council agreed to make the awards this year as follows: Mayor award for one resident - $100 Council award for 4 residents - first prize $100, second $75, third prize $50, fourth prize $25. Council award for 2 businesses - first prize $00, second prize $75. Motion by Robert Martin Sr., second by Robert Cochrun to adjourn.
