Regular Council Meeting Thursday, December 1, 2005 Mayor Dave France called the meeting to order. Officials: Mayor Dave France present, Solicitor Christopher D. Becker present, Clerk Treasurer Mike Payne absent, Administrator Walt Ziemba present. Moment of Silence Pledge of Allegiance Reading of Minutes Walt Ziemba pointed out error on page 2 should be $9000.00 not $900.00 on purchase of the grinder. Motion by Thomas Bottorf, second by John Synodinos to approve the minutes with correction held on November 17, 2005. Reading of Ordinances and/or Resolutions Ordinance 2005-33: An Ordinance to approve the permanent appropriations for 2006 was read for the 3rd time. Motion by Thomas Bottorf, second by Dr. Robert Price to approve Ordinance 2005-33. Ordinance 2005-34: An Ordinance enacting a new section for non-read water meters was read for the 2nd time. Ordinance 2005-35: An Ordinance increasing the pay of all full and permanent part time employees and Auxiliary Police officers by 3% was read for the 2nd time. Chris Becker stat that at this time there is no penalty for violation of parking lot Ordinance. Solicitor Becker is working on an Ordinance for this. Reports, Announcements and Communications Mayor Dave France read the November Police Report Mayor Dave France read the Code Enforcement Officer Report for the month of November. Mayor Dave France stated that the Annual Ray Laman Children's Christmas Party is Saturday, December 10, 2005 at 10:00 AM at St. Florian Hall, Luray Drive. Mayor Dave France read a letter from the former WABA. The committee thanked Council for allowing it to become part of the Village Administration. Mayor Dave France thanked them for decorating the Christmas tree on the Village property. Administrator Report Walt Ziemba stated the Fire Hydrant project is completed. The Deed from the United Church of Christ for the telemetry project will be recorded next week. Appraisal for property on Woodridge was obtained by Featheringham Realty at a value of $45,000. Matt Parise questioned why an appraisal was obtained. John Synodinos explained it was for future reference in case the property could not be rented and Council would decide in the future to sell it. Matt Parise wanted it understood that no decision on selling the property has been made at this time. Chris Becker stated that the property would need to be surveyed if it were to be sold. Walt Ziemba stated he had met with an Engineering firm regarding the wastewater and lift station regarding the use of chlorine gas which is dangerous and changing to the use of Hypochloride to treat the wastewater. He said he would be getting pricing on this and will probably be done next spring. Unfinished Business Matt Parise suggested that cameras be installed at the sewer plant to catch the intruders. Robert Martin Sr. suggested Siemens Company for pricing. Quicksall proposal was given to all Councilmen and new Councilmen for review. Chris Becker said he did not have time to review the Ordinance on Warren Lane. He will review it by next meeting. Negotiation Bulk Water Contract. Chris Becker suggested holding off until change of Council. He also suggested the consideration of some Saturday morning workshop in January or February to discuss this. Chris Becker said that the Midwest Insurance Company deductible trial is set for February 2 2006 in Common Pleas Court in front of Judge Henderson. Briefs were to be in January. Chris Becker feels this will be resolved prior to February 2, 2006. Chris Becker said that he was drafting on Ordinance revision with penalty clause for businesses who have parking lots to be presented at next meeting. Walt Ziemba stated he has to get more dates and dollar amounts and will then meet with Chief Laman regarding the illegal water connection New Business Robert Martin Sr. stated a good job was done by Steubenville Big Red and Catholic Central and wished them luck on the games this weekend. For the Good of the Village Thomas Bottorf brought up the Christmas decorating contest for residential and businesses. Matt Parise suggested one prize for businesses and four for residential homes. Matt Parise also stated the money award would be the same as last year. Mayor Dave France said voting takes place on Sunday December 18, 2005 at 5:30 PM and that all Council pick up ballots and return to Village office to vote as a group.
