Regular Council Meeting Thursday, November 3, 2005 Mayor Dave France called the meeting to order. Roll Call: John Synodinos present, Dr. Robert Price present, Thomas Bottorf present, Robert Martin Sr. present, Matt Parise present, Dave Smith present. Officials: Mayor Dave France present, Solicitor Christopher D. Becker present, Clerk Treasurer Mike Payne present, Administrator Walt Ziemba present. Moment of Silence Pledge of Allegiance Reading of Minutes Motion by Thomas Bottorf, second by Matt Parise to approve the minutes from the Regular Council meeting held Thursday, October 20, 2005 with addition of having the Administrator listed as present during the meeting. Vote: John Synodinos yea, Dr. Robert Price yea, Thomas Bottorf yea, Robert Martin Sr. yea, Matt Parise yea, Dave Smith yea. Motion passed 6-0. Persons Appearing before Council None. Reading of Ordinances and/or Resolutions Ordinance 2005-33: An Ordinance to approve the 2006 Permanent Appropriation was read for the 1st time. Reports, Announcements and Communications Mayor Dave France read the Magistrate, Police and Code Enforcements Officers reports for the month of October 2005. Mayor Dave France reminded all citizens to vote on November 8th. Mayor Dave France said that Village offices would be closed Friday November 11th for Veterans Day. Mayor Dave France announced that the Sanitation schedule would be moved up one day next week. Mayor Dave France announced that the Holiday Parade would be November 19th at 10:00 AM. Administrator's Report Walt Ziemba said that the suit against Wintersville by the City of Steubenville would be heard by 3 Judges. Chris Becker said he expected that the Court date for this suit would be in early 2006. Walt Ziemba said he had received 3 bids for the Beechwood Ravine and Floyd Street Projects. The 3 Bids received were as follows: Company Total Bids Savage Construction 439,000.00 James White Construction 437,845.00 Yearger Construction 340,549.80 Motion by John Synodinos, second by Dr. Robert Price to authorize the Administrator to select the lowest and best bid for the Beechwood Ravine & Floyd Street Projects and to move forward on the project once the proper permits were obtained and the cost of the pipe for the project was determined. Vote: John Synodinos yea, Dr. Robert Price yea, Thomas Bottorf yea, Robert Martin Sr. yea, Matt Parise yea, Dave Smith yea. Motion passed 6-0. Walt Ziemba said that the engineer's estimate for the project was around$338,000. He said that the cost of the pipe for the project would probably be between $40,000 to $50,000. Walt Ziemba said that the Issue II paving projects were completed. Walt Ziemba said that Winters Drive and Powell's Lane were streets that he was attempting to have stripes put down. Old Business Walt Ziemba said that there were approximately 10-12 more fire hydrants to replace and then the project would be complete. John Synodinos asked how the seeding and landscaping around the fire hydrants was progressing. Walt Ziemba said that the contractor was a little behind on this part of the project, but that the contractor was aware that they must finish this part of the project. Robert Martin Sr. said he was made aware of a problem with a new hydrant on Powell's Lane. Walt Ziemba said the problem had been taken care of. Walt Ziemba made a request to keep one of the two part time employees, that had been hired for summer help, until the end of the year. Thomas Bottorf said this had been discussed at the Finance Committee meeting, and it was the Committee's recommendation to keep one of the part time employees thru December. Motion be Thomas Bottorf, second by Matt Parise to keep one of the part time summer employees at $5.15 per hour until December 31,2005. Chris Becker said that the had distributed to Council a written opinion concerning corrections to, and addition to minutes made by Council. He said that although his opinion was not consistent with Roberts Rules of Order, he was suggesting that Council should have corrections to or additions to minutes voted on based on his research in case laws in Ohio. John Synodinos said that he would rather follow Roberts Rules of Order in this matter. New Business Robert Martin Sr. thanked all those who helped with the Halloween Party. He added that there would be certificates of appreciation for those who helped on the party. Thomas Bottorf said that during the Finance Committee several things were discussed for next years budget. The first item was a 3% raise for all employees. Motion by Thomas Bottorf, second by John Synodinos to give all non-elected full time, regular (non-elected) Part time and Auxiliary Policemen a 3% raise beginning with the first pay in January 2006. Discussion on the motion: Robert Martin Sr. said that the Village needed to give the Village Administrator a larger raise than the other employees because of the work he is doing. John Synodinos said that it was brought up at the Finance Committee Meeting to give the Administrator a rate adjustment because he was under the impression that he would not be working on water and sewer matters. Motion by Thomas Bottorf, second by Matt Parise to go into executive session to discuss personnel matters concerning salary employees of the Village.
