Regular Council Meeting Thursday, October 21, 2004 Mayor Dave France called the meeting to order. Moment of Silence Pledge of Allegiance Reading of Minutes Motion by John Synodinos, second by Dr. Robert Price to approve the minutes from the Regular Council Meeting held October 7, 2004. Person Appearing Before Council Bob Laukert, BHJ Representative, discussed with Council funding that had been applied for to help with the New Bridge study. Motion By Thomas Bottorf, second by Robert Martin Sr. to go into executive session to discuss personnel matters. Reading of Ordinances and/or Resolutions Ordinance 2004-22: An Ordinance repealing section 933.07 of the Codified Ordinances and adding a new section 933.07 relating to reading water meters was read for the 2nd time. Ordinance 2004-23: An Ordinance appointing legal council for the Village through 2006 was read for the 2nd time. Reports, Communications and Announcements Mayor Dave France reminded everyone about the need to acquire a parking permit to park cars on Village roads during the winter. Mayor Dave France reminded residents of the hours (5:00-7:00) for Halloween on October 28, 2004. He also reminded everyone of the Halloween party at the Buchannan Elementry school from 6:00PM. to 9:00 PM. the same night. Administrator Report Walt Ziemba updated Council on the Woodland Park waterline which has been completed. Walt Ziemba said that the Troy Place project long term drainage issue was referred to the street committee. He said that hot mix had been placed there to help the situation temporary. Walt Ziemba said that the Sam's Way construction project had commenced. Walt Ziemba said that a meeting had been held concerning utilities on the Route 43, Sabina Drive project. Walt Ziemba said that Beechwood Hollow and SR 43/Floyd Street plans had been submitted to OEPA for approval. Walt Ziemba said that a project schedule for the telemetry project would be given to the Village by the next Council meeting. Walt Ziemba said that a second pump went bad at Woody Acres. He said that he was checking with WEQ for an updated status of their study and recommendations. Walt Ziemba said he had contacted Yeager and Wells Constructions for quotes to install CB and Storm Sewers on Main Street, opposite of the Center of Music and Arts. Walt Ziemba gave Council quotes for a new dump truck. Thomas Bottorf said this would be discussed at the next Finance Committee Meeting. Motion by Thomas Bottorf, second by Dr. Robert Price to authorize the Clerk-Treasurer and the Administrator to go out to bid for rates to borrow up to $170,000 for the Sam's Way project. New Business Thomas Bottorf said that the Finance Committee had met and had completed work on the 2005 budget. He said that the budget included pay adjustments that would have separate ordinances read beginning at the next meeting. Dave France said that the Ordinance Committee would be meeting next Tuesday (October 26, 2004 at 6:30 PM. to discuss fencing requirements around swimming pools and policy set backs for additions built on private property. Motion by John Synodinos, second by Thomas Bottorf to approve the transfers submitted by the Clerk Treasurer. For the Good of the Village Betty Stinard said the Board of recycling would be putting a recycling container at Riesbeck's beginning in December 2004.
