Special Council Meeting Saturday, September 21, 2002 Meeting Called to Order By Council President Gene Pool. Roll Call: John Synodinos present, Dave France present, Dave Smith present, Robert Martin Sr. present, Beth Rupert present, Gene Pool present. Officials: Mayor Robert E. Cochrun absent, Solicitor Christopher D. Becker absent, Clerk Treasurer Mike Payne present, Administrator Gary R. Folden present. Gene Pool asked John Synodinos to explain his proposal on how to handle resident's delinquent on paying their water bills. John Synodinos handed out his proposal on a policy to handle future delinquencies as well as how to handle the current customers who have an outstanding balance. The suggested policy listed the following four items. 1.) For people with existing past due accounts, have them sign a contract (an example was included) and enforce it uniformly. 2.) For future customers, (non-renter) it would be permissible to make a partial payment as long as they pay the shut off balance by the 20th of the month because of the start of a new billing cycle. 3.) For renters the current ordinance would continue to be in effect which states that the landlord is responsible for the water bill if the tenant doesn't pay. In this circumstance the landlord's approval must be given to extend time for the residents to pay. 4.) If welfare, Catholic Charities etc., call and agree to make a payment for a customer, the Village would allow time for the payment to arrive. This period would normally be seven to ten days. Council members discussed this policy at length and as a whole were satisfied with the policy. Council Persons Robert Martin Sr. and Dave Smith expressed their concerns that the policy did not allow exceptions for hardship cases. Council Members agreed to have Solicitor Chris Becker review the proposed policy before the next all Committee Meeting where additional fine-tuning to the policy would take place. Motion by Robert Martin Sr., second by John Synodinos to adjourn. Vote: John Synodinos yea, Dave France yea, Dave Smith yea, Robert Martin Sr. yea, Beth Rupert yea, Gene Pool yea. Motion passed 6-0.
