Special Council Meeting Thursday, August 30, 2007 Mayor Dave France called the meeting to order. Roll Call: Robert Cochrun present, Jason Mattern present, Robert Martin Sr. absent, Bob Gale present, Matt Parise present, Thomas Bottorf present. Officials: Mayor Dave France absent, Solicitor Christopher D. Becker absent, Clerk Treasurer Mike Payne present, Administrator Walt Ziemba absent. Thomas Bottorf said that the Finance Committee met earlier in the day regarding employee health insurance and unanimously agreed to switch employees to the 1580 Super Med Plus Plan. This plan with Medical Mutual has a 250/500 deductible, 1500/3000 out of pocket maximum and a $15.00 Doctor Co-pay. He said the plan came with two options on prescription drugs. One of the options would save the Village almost $300 per month and involved a higher co-pay for prescriptions that were not purchased through the mail order system. Motion by Thomas Bottorf, second by Matt Parise to approve the Village to switch to the 1580 Super Med Plus program. Vote: Robert Cochrun yea, Jason Mattern yea, Bob Gale yea, Matt Parise yea, Thomas Bottorf yea. Motion passed 5-0. Rocco Boniey explained to the Council members that if the Village wished to have the employees be given an option to stay with the current program that they could pay the Village the difference in premiums. He suggested that this option be given to the employees in January 2008, in order to be coordinated through his office. He said that the quote for the 1580 plan with Medical Mutual would be good for 12 months and the Village could try to see if a better rate was available this fall to start in January 2008. He said if the rates were still higher, the Village could just stay with the 1580 plan until next September with the new rate. Thomas Lane asked Council to remember that the employees have not complained about the small raises that have been given over the years, because they had a Cadillac health insurance plan. But if this new plan was going to cost the employees more than maybe Council could approve higher raises next year. Motion by Thomas Bottorf, second by Matt Parise to approve option two regarding the prescription drug plan with the 1580 plan. This plan charges higher so-pays when employees do not use the mail in prescription option. Vote: Robert Cochrun yea, Jason Mattern yea, Bob Gale yea, Matt Parise yea, Thomas Bottorf yea. Motion passed 5-0. Motion by Thomas Bottorf, second by Matt Parise to adjourn. Next regularly scheduled meeting is Thursday, September 6, 2007.
