Moment of Silence Pledge of Allegiance Reading of Minutes Motion by Robert Cochrun, second by Robert Martin to approve the minutes from the Regular Council Meeting held June 19, 2008. Reading of Ordinances and/or Resolutions Resolution 2008-15: An Ordinance for Annexation of the Mary Richardson property on Fernwood Road was read for the third time. Motion by Robert Martin, second by Robert Cochrun to approve Resolution 2008-15. Resolution 2008-16: An Ordinance for Annexation of Braceski and Shively properties on Fernwood Road was read for the third time. Resolution 2008-17: A Resolution Imposing a special assessment for the construction of roadway improvements on Meadow Road and Garden Drive was read for the second time. Ordinance 2008-19: An Ordinance placing delinquent water fees on property owners taxes was read for the first time. Motion by Robert Cochrun to waive the second and third reading of Ordinance 2008-19. Mayor Bob Gale asked that this Ordinance not have the second and third readings waived because some of the residents would be paying their bills. Robert Cochrun rescinded his motion. Ordinance 2008-20: An Ordinance placing delinquent sewer fees on property owner's taxes was read for the first time. Reports, Announcements and Communications Mayor Bob Gale read the June 2008 Magistrate, Police and Code Enforcement Reports. Mayor Bob Gale reminded the Community that the Thunder in the Valley event would be held Friday July 11, 2008 from 6:00 PM until 10:00 PM and again on Saturday starting at 4:00PM. He said that the Vietnam Traveling Memorial Wall would be coming in for the event on July 9th between 4 and 5 PM to the area. Mayor Bob Gale announced that a Special service would be held at the site of the Colonial Baptist Church at 11:00 AM on Sunday on Gumps Lane which was destroyed by a fire earlier in the week. Administrator's Report Walt Ziemba told Council Members that they had a letter in their packet from ODOT that certified the Improvement, Relocation and Abandonment of portions of Route 43, State Route 646 and County Road 34. Walt Ziemba told Council members that their packets contained the June 11th inspection report from the Jefferson County Water Conservation District regarding the Long Term Acute Care facility on Fernwood Road. Walt Ziemba told Council that the governor recently signed a new law that would increase the amount of fees paid in Magistrate Court and that the effective date was not yet determined. Walt Ziemba told Council that their packets contained information from Columbia Gas regarding a program to replace risers in the Wintersville area. Columbia Gas would be conducting this program over the next 4-6 weeks at the homes of Gas customers and they would be contacted by Columbia Gas prior to the work being done. Walt Ziemba recommended to Council that they approve the low bid from Lash Paving in the amount of $73,587.50 for the paving of Woodland Park, Marshall, and Woodridge Streets. Motion by Robert Martin, second by Bob Merriman to award the paving bid to Lash Paving for the 3 streets in the amount of $73,587.50. Walt Ziemba told Council that he would like to sell the two old vehicles that have been replaced. Walt Ziemba told Council that he would like to put the Sanitation contract out to bid and have the bidding due in time for the first Council meeting in September He also said that he would like to put a clause in the bidding regarding the amount of fuel surcharge that the bidder could impose during the contract. Robert Martin said that he opposed putting anything in the contract about the fuel surcharge. He said the he would like to keep the contract like we have in the past and that whatever price the companies bid, that is what would be paid by the Village. Unfinished Business Walt Ziemba told Council that the security cameras that were placed in the Walnut Street Park were installed and operational in time for the remainder of the Summer Parks Program. New Business Robert Martin passed along his condolences to Pastor Randy Sells and his church, which was recently destroyed by a fire. Jason Mattern said that he is scheduling an Ordinance Committee meeting to discuss several topics including Condemnation of buildings, Grass Cutting and limiting the amount of items that can be put out for the Spring Cleanup by one person or business. Mayor Bob Gale said that this year's children's program was much higher than last year and that around 30 children were attending daily. Thomas Bottorf said that he would like to see some change in the Village Ordinance regarding the Spring cleanup and the abuse of some individuals who had up to 7 truck loads of items set out to be picked up. He asked if the Administrator could give Council a cost of the Spring Cleanup. Mayor Bob Gale announced that a Planning Commission meeting would be held on July 15, 2008 at 7:00 PM. Transfers Motion by Robert Martin to approve the line item transfers and the following increases to appropriations and fund transfers. Increase in Appropriations: Increase line item 2061-110-420-000 $500.00 Transfer of Funds. 1) 15,000 from the General Fund (1000-910-910-0000) to the Police Levy Fund (2902-931-0000) 2) 5000 from the New Police Levy (2907-910-0000) to the Police Pension Fund (2131-931-0000) Vote: Robert Cochrun yes, Jason Mattern yea, Robert Martin Sr. yea, Phyllis Foreman yea, Thomas Bottorf yea, Bob Merriman yea.
