Regular Council Meeting Thursday, June 19, 2008 Note: Prior to the regular Council Meeting a Public Hearing of the 2009 Budget was held. Mayor Bob Gale called the meeting to order. Moment of Silence Pledge of Allegiance Reading of Minutes Motion by Robert Martin, second by Thomas Bottorf to approve the minutes from the regular Council meeting held June 5, 2008. Vote: Robert Cochrun abstain Jason Mattern yea, Robert Martin Sr. yea, Phyllis Foreman yea, Thomas Bottorf yea, Bob Merriman yea. Motion passed 5-0 with one abstention. Person Appearing Before Council None. Reading of Ordinances and/or Resolutions Resolution 2008-14: A Resolution adopting the 2009 County Budget was read for the second time. Motion by Tomas Bottorf, second by Jason Mattern to suspend the rules for the third reading of Resolution 2008-14. Vote: Robert Cochrun yes, Jason Mattern yea, Robert Martin Sr. yea, Phyllis Foreman yea, Thomas Bottorf yea, Bob Merriman yea. Motion passed 6-0. Resolution 2008-14: A Resolution adopting the 2009 County Budget was read for the third time. Motion by Thomas Bottorf, second by Bob Merriman to approve Resolution 2008-14. Ordinance 2008-15: An Ordinance for Annexation of the Mary Richardson property on Fernwood Road was read for the second time. Ordinance 2008-16: An Ordinance for Annexation of Braceski and Shively properties on Fernwood Road was read for the second time. Resolution 2008-17: A Resolution Imposing a special assessment for the construction of roadway improvements on Meadow Road and Garden Drive was read for the first time. Ordinance 2008-18: An Ordinance Levying Assessments against residents of Meadow Road and Garden Drive was read for the first time. Chris Becker said that residents will have 30 days from the date that this Ordinance passes (but not before) to pay this assessment up front, if they do not wish to be assessed on their property taxes. Reports, Announcements and Communications Mayor Bob Gale announced that a Village water employee would be out for 6-8 weeks and that the Village water Office would be closed at 3:00 PM for this period to help the remaining employee handle the required paper work. Administrator's Report Walt Ziemba reviewed with Council the Equalization Board Recommendations for assessment of Sunset Garden residents. Walt Ziemba discussed with Council a letter that he sent to a resident on Aliceland Drive regarding a problem with raw sewage. Chris Becker said that he would send Council and the Administrator information on the legalities on this matter. Walt Ziemba told Council that he still planned to purchase a Sanitation Packer vehicle and that he would also like Council to consider approving the purchase of a new dump truck for the Village. Walt Ziemba reported the Air Conditioning at the Main Waster Water Treatment plant was recently replaced because of compressor damage. He said that the unit was over 17 years old and that it needed to be replaced immediately because of the need to keep the plant temperature regulated. He said the cost of the unit was about $7500 and an additional amount of $1300 was spent for the connection of the unit. Unfinished Business Walt Ziemba reported that Jack Gilmore would be reviewing with his employees the total cost involved with the telemetry project. Walt Ziemba said that he would be meeting with representatives from the Flea Market in July to discuss RITA regulations with them. Phyllis Foreman said that she had a revised policy regarding taking work home and that each Council person had a copy of this policy. New Business Robert Cochrun said that a resident from Amos Lane was interested in trying to have their street annexed into the Village. Walt Ziemba said that he would help provide the petition information to the interested party. Mike Payne suggested that a letter of thanks be sent out to the Sunset Gardens Equalization Committee Members. Thomas Bottorf said that the Solid Waste Authority will be establishing a day and time to collect unneeded paints and pesticides from area residents. He said that they will be holding a similar day to collect computer and electronic devices, including destroying hard drives of any computers. Walt Ziemba said that he was working on another idea to help eliminate some of the odor problem in Sunset Gardens. The idea was to purchase up to 6 filters to be inserted in a manhole covers in the area at a cost of $500 each that may alleviate some of the problem in that neighborhood.
