Regular Council Meeting Thursday, June 17, 2004 Mayor Dave France called the meeting to order. Officials: Mayor Dave France, Solicitor Christopher D. Becker absent, Clerk Treasurer Mike Payne present, Administrator Walt Ziemba. Moment of Silence Pledge of Allegiance Reading of Minutes Motion by Robert Martin Sr., second by Dave Smith to approve the minutes of the Regular Council Meeting held June 3, 2004. Persons Appearing before Council Pat Davis, Meadow Road, said that some of the properties that had high grass problems looked better, but some property owners still needed to take care of this situation. He also discussed a problem on Garden Hill Drive that involved a large hole in the road. Walt Ziemba said that he had been working with the business in that area concerning the damage to the road. Pat Davis inquired about the light posts not being installed on Grove Street. Walt Ziemba said that he had not yet received a second quote for this work. Motion by Robert Martin Sr., second by John Synodinos to accept the quote from Cattrell Electric to install these posts at a price not to exceed $7,000.00. Pat Davis asked why the Village had not applied for a Recreation Grant from the County because he learned that money could be awarded every year. Robert Martin Sr. said that the thought that the previous Administrator had applied for the funds for 2004. Ordinances and/or Resolutions Ordinance 2004-11: An Ordinance creating a permanent sewer credit of $15.00 for topping off or filling swimming pools holding over 3000 gallons of water was read for the third time. Motion by John Synodinos, second by Matt Parise to accept Ordinance 2004-11. Ordinance 2004-15: An Ordinance approving Walt Ziemba to live outside the Village limits was read for the 3rd time. Motion by Robert Martin Sr., second by Thomas Bottorf to approve Ordinance 2004-15. Ordinance 2004-16: An Ordinance entering into an agreement with ODOT for widening Route 43 was read for the 3rd time. Motion by Dave Smith, second by Thomas Bottorf to approve Ordinance 2004-16. Discussion on the motion: John Synodinos said that the bypass was not needed in this plan. Matt Parise questioned why a loop was needed when other parts of the Village had 5 lines of traffic. Dave Smith stated that the speed limit was higher in this area, the truck traffic was higher, the lights were closer together, and that not putting this loop in would cause the road to not meet state safety regulations. Robert Martin Sr. said that people could decide themselves whether to make this turn. He said that not putting the loop in would not stop progress in Wintersville. Dr. Price said that he had to agree with the engineering expertise of ODOT, who have the vision to see how the area would be developed. He said ODOT would not be recommending this option if it was not needed. Robert Martin Sr. said that ODOT was recommending this option because it was the cheapest way out. Thomas Bottorf said that he had lost his house in a similar process in Pennsylvania, so he could relate closely to this issue. He said that the state was looking at this stretch of road as a safety problem. He also said that BHJ was supporting this option and that the financial impact on the Village was minimal. He concluded by saying that this option will be beneficial to the Village and would increase property values for those directly affected. Ordinance 2004-17: An Ordinance to put a New Fire Levy on the Ballot was read for the first time. Motion by Matt Parise, second by Robert Martin Sr. to suspend the rules for the 2nd and 3rd readings of Ordinance 2004-17. Reports, Announcements and Communications Mayor Dave France read the Magistrate's and Police Reports for the Month of May 2004. Mayor Dave France announced that the Thunder-in-Ville Festival would be held on Friday June 25 and Saturday June 26, 2004 Administrator's Report Walt Ziemba said that it appears that the County was moving forward with the purchase of the telemetry equipment to allow the Village to purchase more water from the County. The equipment cost would be shared between the County and the Village. Walt Ziemba said that he would be arranging for either Novak's or Farchione"s Landscaping to do the work required around the Village Building. Walt Ziemba said he would be contacting Cattrell Electric to install the light posts at the Village for approximately $6,300. Walt Ziemba said he is looking for remedies to help with the drainage problems on Rex Avenue. Walt Ziemba said that he has received a quote from Yeager Contracting in the amount of $12,650 to upgrade the waterline on Woodland Park. Walt Ziemba reported that the electrical work is near completion at the New Garage and that funds were being held back until the work was completed. Walt Ziemba said that heavy rains had created some problems in the Village. He said that he would be going after Issue II funds to help with erosion damage in the Village. Walt Ziemba discussed the current status of the Main Street paving project. Dave Smith asked about the school flashing lights. Walt Ziemba said that the school might have already done something on this, but he would have Perry Pool follow-up on the status of this. Walt Ziemba said the Woodridge Rental contract had been picked up. Motion by Thomas Bottorf, second by Matt Parise to accept the quote from Yeager Contracting to up grade the waterline at Woodland Park at a cost not to exceed $12,650. New Business Robert Martin Sr. said that the land that Parrish cuts grass on between Walnut and Locust had a section that has not been cut. Matt Parise said that the baseball field property being leased by the village needs to have the grass cut. Mayor Dave France said that Dr. Petrolla said he would take care of getting it cut. Robert Martin Sr. Said that property owned by a Mr. Murphy needed to have the grass cut. Matt Parise said he was hoping to have an annexation committee meeting at 4:45 next Thursday, June 24, 2004. Robert Martin Sr. said he would hold a recreation meeting to discuss the purchase of playground equipment on Monday, June 21st. Thomas Bottorf said that a finance committee meeting was held earlier today, and that discussion had taken place regarding the increasing the hourly pay for two part time employees. Motion by Thomas Bottorf, second by Matt Parise to increase the hourly rate of Mark Mancano and James Melko to $6.50 per hour effective with the next pay date. Discussion on the motion: John Synodinos questioned why the Village was giving raises to these two individuals at a different time than all other employees. Matt Parise said that this matter was discussed in detail during the Finance Committee meeting and that this was a special circumstance and was not setting a precedence. Mayor Dave France said that one of the things discussed concerning these employees was that the Village might lose these two employees and it would take time to train new employees to replace them if they found other jobs. Good of the Village Betty Stinard, Powells Lane, complimented the work done by Village employees on cleaning up the area at the bottom of Powell's Lane. She said there is still some debris lying near that area that needs picked up. Betty Stinard said that the Village should consider putting down rocks around the Village Municipal Building. John Synodinos said that there is a property across from Adam Scurti's former house on Powell's Lane that had the appearance of a garbage dump. Walt Ziemba said he was looking into the problem. Robert Martin Sr. said that there was a property on Robert 's Street that had trash laying around that needed taken care of. Mayor France said that he and Chuck Antill were taking care of this problem. Motion by Robert Martin Sr., second by Thomas Bottorf to go into executive session to discuss a personnel matter concerning employee buyouts.
