Regular Council Meeting Thursday, May 18, 2006 Council President Bob Gale called the meeting to order. Officials: Mayor Dave France absent, Solicitor Christopher Becker present, Clerk Treasurer Mike Payne absent, Administrator Walt Ziemba present. Moment of Silence Pledge of Allegiance Reading of Minutes Motion By Robert Martin Sr., second by Robert Cochrun to approve the minutes of the Regular Council Meeting held on Thursday, May 4, 2006. Persons Appearing before Council Robert Laukert, BHJ Representative gave an update on the recent BHJ meeting. Reading of Ordinance and/or Resolution Ordinance 2006-09: An Ordinance dealing with charging customers a higher water rate for unread water meters was read for the second time. Ordinance 2006-10: An Ordinance dealing with charging customers a higher sewage rate for unread water meters was read for the second time. Ordinance 2006-11: An Ordinance allowing the Woodridge property of the Village to be sold, was read for the second time. Motion By Thomas Bottorf, second by Robert Martin Sr. to suspend the rules for the third read of Ordinance 2006-11. Discussion on the motion: John Synodinos questioned what the minimum bid was. Ordinance 2006-11: An Ordinance allowing the Woodridge property of the Village to be sold, was read for the third time. Ordinance 2006-13: An Ordinance creating the elected position of Clerk Treasurer was read for the first time. Ordinance 2006-15: An Ordinance giving sewer charge credit for water break was read for the first time. Ordinance 2006-16: An Ordinance dealing with multiple user structures tap fees was read for the first time. Reports Announcements and Communications Jason Mattern stated the Village Offices would be closed in Observance of Memorial Day, and there would be no change in sanitation schedule. Administrator's Report Walt Ziemba announced that the Village had been awarded a $999,999 grant for the Garden Drive, Meadow Road project. Walt Ziemba said that the renewal for the National Association of Cities would be $185.00. Walt Ziemba said that Sheriff Abdalla's was asking the Village to purchase an ad in his annual Safety Booklet. Hew said that the cost for a 1/8 page ad would be $125.00, which is what the Village previously purchased. Walt Ziemba opened the paving bids for the Issue II project. The bid amounts were $177,330.02 submitted by Shelly and Sands and $178,583.05 submitted by Lash Paving. Walt Ziemba said that both bids were over the budget estimate of $156,238.00. He asked that the approval of the paving contract be tabled until after July 1, 2006. Walt Ziemba reminded residents of the Spring Cleanup dates and that air conditioners, propane tanks, tires and mattress would not be picked up. Walt Ziemba discussed with Council the WWTP Effluent Disinfection Report. He said that employees may need to be Haz-Mat trained if certain chemicals were used. Jason Mattern asked that he be included in any discussions in this area since he has experience with chemical training. New Business Robert Cochrun stated he is getting telephone complaints regarding high grass. Mr. Becker stated this has been handled by the Police Dept. and they are doing a good job on this. Motion by Thomas Bottorf, second by Jason Mattern to pay bills approved by Council as funds become available. Discussion on Comcast bill, signed by Matt Parise, Bob Gale questioned the previous balance. It was decided to hold off on paying bill. Motion passed 5-0. For the Good of the Village Robert Laukert thanked Council and the Administrator for the good job they are doing.
