Regular Council Meeting Thursday, May 15, 2008 Mayor Bob Gale called the meeting to order. Moment of Silence Pledge of Allegiance Reading of Minutes Motion by Thomas Bottorf, second by Robert Cochrun to approve the minutes from the regular Council meeting held May 1, 2008. Person Appearing Before Council Robert Laukert, Representative to BHJ, discussed with Council the Meeting on May 14, 2008 concerning Brownsfield Areas. He asked Council if they would consider scheduling a Committee Meeting to discuss this subject with him in more detail. Council Members decided to assign this to the Safety Committee. Robert Laukert said that the next BHJ Meeting would be held May 19, 2008. Reading of Ordinances and/or Resolutions Resolution 2008-11: A Resolution Authorizing Village officials to petition the Court of Common Pleas to transfer funds from the recreation fund to the General Fund was read for the first time. Motion by Thomas Bottorf, second by Bob Merriman to suspend the rules for the second and third readings of Resolution 2008-11. Reports, Announcements and Communications Mayor Bob Gale read the April 2008 Police Report. Mayor Bob Gale announced that the Village Offices would be closed May 26th in observance of Memorial Day. Mayor Bob Gale announced that Chuck Antill would be giving the Police Chief a listing of areas that needed letters sent out regarding grass growing to high. Mayor Bob Gale reviewed the Spring Cleanup dates for the extra sanitation pickup on large items. These dates are on the following Mondays. June 2 for Tuesday customers June 9 for Wednesday customers June 16 for Thursday customers June 23 for Friday customers. Administrator's Report Walt Ziemba announced that the Spring street sweeping had started and that the streets may be swept again in the fall if the budget would allow. Walt Ziemba announced that the monthly charge from Tri State Alarm Company would be increasing. Walt Ziemba announced that 2 summer help employees had started and that others would start in June. Walt Ziemba asked Council for approval to advertise for paving of several streets. Motion by Thomas Bottorf, second by Robert Cochrun to authorize the Administrator to advertise for bids for paving of Woodland Park, Marshall and Woodridge. Walt Ziemba told Council that they had a letter in their packet from attorney Dennis O'Toole regarding the files they had from the recent case that they had represented the Village on concerning the lawsuit that Steubenville had won against the Village. He said that the law firm's policy was to destroy these files unless the Village wanted to maintain them. Council asked Walt to see if the law firm could send the information on electronic media to the Village. Walt Ziemba told Council that their packet of information contained information regarding all the Village signs that would eventually need replaced eventually to be in compliance with the new state law on signage. Walt Ziemba said that the equalization board for Garden and Meadow would be doing a drive thru on May 19, to help determine the assessment method for the subdivision's residents to pay. Walt Ziemba said that the Ohio-West Virginia Contracting firm would be addressing the repaving needs of 3 areas in the Sunset Garden Subdivision. Unfinished Business Walt Ziemba said that he and Bob Laukert would be meeting with businesses at the Treasure Island Flea Market to discuss the RITA requirements. He said that they also were going to meet with representatives in Rogers, Ohio to discuss with them how they handle taxing these businesses at their flea market. Walt Ziemba reported that the potholes and guardrail on Church Street had been taken care of. Walt Ziemba said that he had sent another letter to Shelly and Sands regarding getting reimbursement to the Village for time and materials that the Village incurred on the Route 43 Project. New Business Robert Martin discussed the recent vandalism that had taken place at the Walnut Park Playground. He said that wiring had been pulled out among other damage. He said to help the police catch any future vandalism he would like to have the Village install cameras to monitor the park area. Motion by Robert Martin, second by Robert Cochrun to authorize the Administrator to purchase monitoring cameras at a cost not to exceed $6000 for the Walnut Park playground. Discussion on the motion: Jason Mattern said that the picture quality needed to be better that the earlier versions of pictures he had seen. Mayor Bob Gale said that Walt Ziemba and the Police Chief would pick cameras that would be beneficial to the police department. Robert Cochrun suggested that camera be purchased for the Sunset Garden's playground as well. Thomas Bottorf suggested that the cameras be portable so that the Village could rotate locations.
