Special Council Meeting Thursday, May 12, 2005 Mayor Dave France called the meeting to order. Roll Call: John Synodinos absent, Dr. Robert Price present, Thomas Bottorf present, Robert Martin Sr. arrived late, Matt Parise present, Dave Smith present. Officials: Mayor Dave France present, Solicitor Christopher D. Becker absent, Clerk Treasurer Mike Payne present, Walt Ziemba absent. Moment of Silence Pledge of Allegiance Mayor Dave France said that he called this Special Meeting to allow Mike Jacoby from Progress Alliance 2000 to discuss the idea of TIF Districts in more detail. Mike Jacoby, Progress Alliance 2000, reviewed his power point presentation concerning TIF Districts. He specifically addressed an area between Kings Restaurant and the Wal-Mart Distribution Area that he felt was a potential site for economic development, but lacked infrastructure, primarily sewage access. Mike Jacoby said that the Village would need to weigh factors such as infrastructure costs, anticipated wage tax revenue, the type of clients interested in developing the property and the fact that the Village would be taking on the primary responsibility for any infrastructure debt. He said that the state encouraged side agreements with developers to deal with the debt repayment and also encouraged side agreements with local schools who might lose property taxes. Mike Jacoby explained that local schools needed to be notified of TIF arrangements, which was primarily a courtesy notice if the property tax exemption allowed by the TIF District was 75% or less and also was for a period of less than 10 years. If the exemption exceeded these limits the school board required more notice and required their approval. Mike Jacoby also explained that any economic development in the TIF District that generated a payroll of greater than $1,000,000 would require the wage tax generated to be split at 50/50 between the Village and the School District unless the school board agreed to a lesser amount. Mike Jacoby said that the establishment of the TIF District needed to be filed with the State Taxing Board. Mike Jacoby said that tax exemption could be granted through a TIF District up to the completion of a project, but could not be done after construction was complete. Mike Jacoby emphasized that TIF Districts were to be set up to encourage development that might not otherwise take place and should not be established for businesses that would be built regardless of whether a political subdivision gave tax relief. Council Members discussed briefly what steps could be taken to encourage annexation of the property discussed by Mike Jacoby as potential development and a potential TIF District. They agreed that without annexation of the property the Village could not move any further with considering establishing a TIF District in this area. Motion by Robert Martin Sr., second by Matt Parise to direct the Solicitor Chris Becker to send a letter to the principals involved with the Siciliano Trust property including Huberto Siciliano to determine their interest in annexation into the Village. The letter should also inquire whether they would like to meet and discuss this matter with Village Officials. A copy of the letter should be forwarded to Mike Jacoby.
