Moment of Silence Pledge of Allegiance Reading of Minutes Jason Matter noted that a vote was missing on the March 16, 2006 minutes. Motion by Robert Martin Sr., second by Jason Mattern to approve the minutes from the March 16, 2006 meeting as corrected. Persons Appearing before Council Mayor Dave France recognized the undefeated season completed by Coach John Nese and his 8th Grade Indian Creek Basketball Team. Bob Gale congratulated John Nese for being named to the Eastern District Hall of Fame for Coaches. Robert Laukert, BHJ Representative, gave an update to Council on the recent BHJ Meeting. Ordinances and/or Resolutions None. Reports, Announcements and Communications Council agreed to discuss the Thunder-in-the-Valley Fireworks Festival donation at the next Finance Committee Meeting Mayor Dave France invited Council Members to a Ribbon Cutting ceremony, Tuesday, April 11 at 3:00 PM for International Merchants located at 456 Main Street. Administrator's Report Walt Ziemba told Council that their packets contained a letter from Judge Bednar that declined the Village's final rental agreement offer, effectively terminating the potential for a rental agreement with the Village. Walt Ziemba explained to Council a house numbering problem on Fernwood Road. He said that Rob Herrington, from 911 System, would like to have the Village change the addresses for residents on Fernwood Road. Council Member were very reluctant to make any address change until they met with Mr. Herrington. Walt Ziemba recommended that Council put the Woodridge property for sale. A motion to prepare an Ordinance to advertise this property for sale by Thomas Bottorf was withdrawn after Council agreed to discuss this issue at a Committee Meeting. Mayor Dave France asked the Administrator to give Council some reasons why selling the Woodridge property should be done. Walt Ziemba said that a public Meeting would be held Next Wednesday, April 12, 2006 at 7:00 PM to discuss the Meadow Road, Garden Drive project. Unfinished Business Mayor Dave France asked the Administrator to get quotes for the outside landscaping. Chris Becker reviewed his opinion on providing utility services to customers outside the Village. Motion by Matt Parise, second by Robert Martin Sr. to have an Ordinance prepared to change the Clerk Treasurer position back to an elected position. Discussion of the Motion: Jason Mattern said he was concerned that an unqualified individual could be voted into this job. Matt Parise said that even if qualifications were established Council could vote to waive or change the requirements if they wanted to. He also felt that if a person was appointed they might become beholding to Council and worry that Council might fire them if they did not go along with Council's wishes. Robert Martin Sr. said that he trusted the people to elect a person that they thought would do a good job. He said he did not want to take the vote from the residents. Thomas Bottorf said that the Police Chief, Supervisor of Public Utilities and the Administrator were all appointed positions with qualifications and that it has worked out well for these areas. He also said that the person needs to be computer literate to function well in this job. Jason Mattern said that if a person was elected that did not have the proper skills the Village might be stuck with the person for four years. Robert Martin Sr. said that the current Clerk Treasurer had been elected and has performed well in the position. Matt Parise said that the law that was passed to allow Council to make this an appointed position was mote for smaller Villages that might not be able to have any qualified candidates run for the position. He said that he trusts the voters to elect a competent person to this position. Bob Gale said that he wanted everyone to know that this discussion and vote on this change has nothing to do with the current Clerk Treasurer, Mike Payne, who has done a good job as Clerk Treasurer. New Business Chris Becker said that he would check the Village's Ordinance to see if the property of Jim Rice could be forced to be cleaned up. Robert Martin Sr. suggested putting cameras up in a playground area to deter some of the older kids who hang around the area drinking and causing problems. Robert Cochrun suggested putting up a sign that said that the park area was closed after 9:00 PM. Robert Cochrun suggested that sliding boards, and teeter-totters be installed at the Sunset Gardens playground. Robert Cochrun said that residents on Springdale have been complaining to him that motorists have been throwing bottles onto their properties. The Mayor said that Council meetings would be shown on Channel 95 on Thursday at 7:00 PM the week after Council Meetings. Bob Gale thanked Robert Cochrun for his efforts on obtaining survey information from residents. Matt Parise reminded the Administrator to list any open work order with his Administrator's Report once a month. Matt Parise said that the Public Meeting for Garden Drive and Meadow Road needed to be discussed. Chris Becker recommended that Council not hold a vote of residents on the matter. He said it would be fine to have their input but would not hold an actual vote. He said he would check to see what the proper process would be for this project. Jason Mattern said that the Wintersville Betterment Association Committee did not want to extend themselves too much by trying to improve other park areas right now. He said that they might look at expanding their efforts at a later date. Motion by Thomas Bottorf, second by Robert Martin Sr. to approve the transfers prepared by the Clerk Treasurer. Walt Ziemba said he would check up on this charge. For the Good of the Village Steve Militek, Crawford Ave., had large water bills for several months until water meter was changed. Walt Ziemba said he would review these bills with Dee Petrella and discuss them at a Water Committee Meeting. Reverend Beard invited Council to his Church's Memorial Day Celebration on May 28th 2006.
