Regular Council Meeting

Monday, March 22, 2004

Mayor Dave France called the meeting to order.

Roll Call: John Synodinos absent, Dr. Robert Price present, Dave Smith present, Robert Martin Sr. present,
Matt Parise present, Thomas Bottorf present.

Officials:  Mayor Dave France present, Solicitor Christopher D. Becker present, Clerk Treasurer Mike Payne
present, Administrator none.

Reading of Minutes

Motion by Dr. Price, second by Thomas Bottorf to approve the minutes from the March 4, 2004 Regular Meeting.

Matt Parise questioned why the minutes did not include the statement made by John Synodinos at the
March 4, 2004 meeting.

Mike Payne said that Mayor France had contacted him about the statement and said that he did not feel
it was appropriate to have a statement as part of the minutes that was only a personal attack on the Mayor.
Mike Payne said that he agreed to remove the statement from the minutes, but that in the future any prepared
statement that was allowed to be read during the meeting and related to Village business would be included in
the minutes if someone on Council specifically requested that the information be part of the record and a copy
of the statement was provided to him.

Mayor France said that any statement would have to be allowed by him to be read during the meeting.

Matt Parise continued to protest that the statement by John Synodinos should have been left in the minutes.

Mayor France told Matt Parise he no longer had the floor on the matter.  When Matt Parise again protested
about the minutes, Mayor France asked Chief Laman to remove Matt Parise from the room.

Mayor France then asked Chief Laman to remove Robert Martin Sr. from the meeting after an exchange was made
between him and the Mayor.

Meeting ended at this point due to a lack of quorum.
